The essence of the international financial crisis in2008is caused by unreasonable economic structure and industrial hollowing-out.Obama made the strategy of re-industrialization and re-manufacturelization to response to the crisis. China goverment also rolled out a series of mearsures including transforming and upgrading traditional industries, fostering and developing strategic emerging industries. To small and medium-sized enterprises(SMEs) that depended on cheap and sufficient labour force in the past for a long time, if they want to realize the goal that the goverment advocates, the most needs for SMES maybe are technology and hi-tech talents.The study put zhe Jiang, which is one of the provinces that a lager of SMES gathered, as a case. It focused on the current situation, problems and solutions to the building of hi-tech talents team. First, it expounds the connotation of the hi-tech talents according to authoritative literature, and then further put forward four rules about the growth of hi-tech talents, that is, the rule of Concentration, the rule of Symbiotic effect,the rule of Succession of teaching, the rule of Surroundings. Second, it collected much first-hand datas in the way of questionnaire survey, and then analysed these datas by SPSS including Multiple Response Tables、Pearson correlation n Descriptionstatistics and so on. The result shows that it made a great progress in the institutional environment, the quality and the scale of hi-tech talents, the training system, but at the same time there are also some serious problems and shortages in the process, for example, the personnel training mode in colleges is difficult to fit the talent-market requirements, and the role of government cannot cater to the macro management needs, the enterprise system cannot meet the needs of staff’s Career Planning. Finally, the study summarized the successful experience of advanced mechanic talents training in the developed countries and regions, such as Germany、Japan、Taiwan、Hongkang. On the basis, it forecasted the trend of personnel training. Then as a blueprint, the study, from the three dimensions---the goverment, the college and the enterprise, which all paly an important role in the hi-tech talent training, put forward the measures and suggestions to improve the institutions of zhengjiang hi-tech talent team construction.
