The Practice And Reflection Of Innovative Community Construction For Landless Farmers

As the accelerating process of urbanization, the development of China’s urban-rural integration has achieved remarkable result. And with more and more rural lands are occupied, the farmers who lost their lands become a marginalized group, which is different from either traditional farmers or urban citizens, are called landless farmers. A large number of landless farmers are allocated resettlement together and form new communities, which are different from urban and rural communities. Due to the special background and reasons of the forming of these communities, there is no existing experience that could be borrowed. Thus, it’s urgently required that we research, explore and find a right directive way for the construction and management of landless farmers’communities. Construction of communities for landless farmers is the key foundation for the enhancement of innovative society management.This paper first defines the study scope, and cites the governance theory and civil society theory to provide a theoretical basis for the construction and improvement of community management system. Secondly, the paper comparatively analysis the differences between communities of landless farmers and those of traditional farmers, in aspects of infrastructure construction, structure of the residential population and community management functions; and the differences between these communities and modern urban communities, in aspects of management system, resident identities and living environment. Through the comparison above, the author states characteristic of transitional of the communities. Thirdly, the author takes the landless farmer communities of Wujiang Economic and Technological Development Zone as an example, analyzing the current situation and the existing problems, as well as innovative practice. And through the research analysis on the autonomy mode, government-led mode and mixed mode of communities abroad, on domestic modes such as Shanghai mode, Shenyang mode, Jianghan mode, Yantian mode, the author tries to extract experience for reference and enlightenment. Finally, this paper puts forward the countermeasures and suggestions for construction of innovative communities for landless farmers:firstly is to conquer the difficulties and accelerate the transformation of the community management system; secondly is to resort to resources effectively and improve the community management service; thirdly is to improve people’s livelihood, and gradually improve the social welfare system.
