Instructional design competency is a basic capability that pre-service teachers should be master and it is the cornerstone of the actual teaching ability. Because instructional design can provide the preset program for the teaching process, which is conducive to the effective teaching. Domestic and overseas scholars have conducted related studies about the framework and elements of the instructional design competency. The United States’international association of educational technology(ISTE) made the standards of instructional design competency in the 《United States educational technology standards oriented to teachers(2008Edition)》.Meanwhile,in china,the Ministry of education issued the 《primary and secondary school teachers’instructional design competency standards(Trial)》,which also made a request to the teachers’ standards of instructional design competency. Therefore, teachers’college should be efficient to culture the pre-service teachers’instructional design competency. But how to do that,it’s worth thinking.Mini-course didn’t have a long history as the traditional curriculum, but since first put forward the mini-course concept, it has50years’history. Especially in recent years, the highly developed network environment and the emergence of high-tech means such as personal PC、intelligent mobile phone etc, which provide an opportunity for the development of mini-course. The mini-course has some features such as a short learning cycle, small units, learning flexible etc. So in today’s fast-pacelife, it will undoubtedly be welcomed by the learners.Based on this, this paper presents a scheme about how to culture the pre-service teachers’instructional design competency. That is adopt the mini-course form to design this course. On the one hand, the mini-courses can be used as a complement of the traditional curriculum; on the other hand, mini-courses have short, flexible features which can meet the learners’ short-term learning habits, achieve personalized learning, and develop their practical problem-solving abilities.After consulted to numerous curriculum design literature and combined with the mini-courses’ features, this study miniaturized design the curriculum which is to culture the pre-service teachers’ instructional design competency. The design process have four step. That is the course objectives, course content, learning activities, and learning evaluation. After the curriculum design, we can use the Moodle platform as the learning platform and then do curriculum implementation. After that,we will evaluate the implementation effect. According to the results of evaluation, then revising and improving the pre-course design and provides strategies for the post-course design.
