Education plays a very important role in the process of modernization in rural areas. However, the phenomenon is mainly widespread now, to the uneven distribution of educational resources, poor educational conditions, low enrollment and high drop-out rates and so on. The currently research to explain the rural "education poverty" to limite macro-sociology, macroeconomics perspective and also limited in a national or regional research. These researches often lacked of in-depth analysis of a case, and did not study the real education psychology of the farmers.Our research was studied for a case used empirical methods and combined political sociology and political economy knowledge to explain about situation of K. We consider that the "education poverty" phenomenon is not the farmer’s reasonable choice under lower educational level, short-sighted or economic conditions. It includes the macro-social environment, as well. The macro-social environment includes the unequal distribution of resources in the education system. The medium-village environment includes social and cultural environment of the village. The micro-environment of the family includes the calculation of the cost of the livelihood of families and the consideration of family benefits.On the basis of this, we conclude that K Village’s education poverty is not the farmers "irrational" choice, but the farmers "rational" choice under various constraints based on comprehensive consideration. With the analysis of the mechanism of Kong jiazhai"education poverty", we also put forward some policies, for example, reforming the education system, the distribution of educational resources to be more in favor of rural areas; should develop good educational environment in rural areas, the formation of re-learn love learning educational environment. We expect that our research can give some policy guidanced to the area of southern Hebei and solo areas that similar to the southern Hebei region.
