As the 19th CPC National Congress proposed:“It is the crucial period of building a well-off society in an all–round manner From now to 2020,we must uncompromisingly fight the targeted poverty alleviation battles well,……”.There is no time to delay to perform the hard task of targeted poverty alleviation,if we aim to settle the matter of thousands of millions of poor population,and make a moderately prosperous society through-out the whole country come true.One of the general secretary Xi Jinping's guiding ideology of“five batches”——“make a batch out of poverty by developing education”urges vocational education to assume the historical mission in the educational task of targeted poverty alleviation.For the poor rural students,the high threshold of the traditional education is not fit for the poor students from the underdeveloped education area,so vocational education become the best choice for them.This study is mainly going to search that how should the vocational education provide accurate support for the poor rural students in colleges,in order to help them to get rid of poverty.After understanding thoroughly the current present condition of targeted poverty alleviation in vocational education,the writer has studied all kinds of theories of predecessors about poverty,and lucubrated the“the theory of poverty culture”,“the theory of poverty cycle accumulation”,“the theory of anti-poverty”,on which basis,this study does a great deal of research about the poverty students from rural area who are now studying in the vocational colleges.Through learning the realistic living condition,living attitude and spiritual outlook,as well as the future career planning,this study plans to figure out and analyze the deep cause and types of poverty.And then take the poor rural students studying in the ChongQing vocational colleges as objects,know exactly the individual situation of poor rural students with methods of interview,survey and case study.At last,get the pooled analysis of current dilemma of targeted poverty alleviation in ChongQing.It includes:the recognition to the poor rural students in vocational colleges is not precise enough;the poverty alleviation mechanism is not sane;in the poverty-relief work at this stage,the talents fostered from the vocation education can't meet the employment position's demand;the absence of the spirit of poverty alleviation has hindered the poverty alleviation work.Under the high attention of the Party Central Committee and the State Council,the leaders in ChongQing took the poverty alleviation in vocational education seriously,and implemented the financial aid policy for needy students vigorously.Started with the five concrete sections of“scholarship,student loan,work-study program,difficult allowance,tuition waiver”,the ChongQing government has mainly overcome poverty in 2017.According to the deployment plan of central decision-making,the municipal party committee in ChongQing and the municipal government has published“Implementation Opinions on the Targeted Poverty Alleviation”,planning to do the battlefield recovery in 2018 and come true the real“targeted poverty alleviation”.These years,vocational education has intensified increasingly the efforts to fight poverty,and achieved an obvious result.And,the essence of the vocational education also provide a realistic platform for the poor rural students.All of these have embodied that it is workable to implement the poverty alleviation in vocational education.At first,there is the intrinsic consistency between the peculiarity of vocational education and the targeted poverty alleviation in vocational education.The vocational education,whose aim is to cultivate the skilled people working in the front-line,has the future goal which is to service the students for smooth employment.While the targeted poverty alleviation in vocational education intends exactly to come true the task of making each poor student to get rid of poverty through employment by showing their talents.Because of the common concept and goal,the two parts are consistent basically.The second,vocational education,which focus on the poor regional development,lay emphasis on professional,regional,practicability,productability and epochal character.These peculiarities are good for the development of the poor rural students in colleges,make the vocational education have the unique advantage in targeted poverty alleviation.So,targeted poverty alleviation in vocational education not only embodies importantly the functional feature of the vocational education,but also is the internal impetus to activate the economic vitality in poor area and promote the transformation and upgrading of industrial structure in poor area,as well as meet the spiritual needs of poor population.In order to enlarge the influence of the vocational education in ChongQing city,the Municipal Commission of Education and the Municipal Government propagandize vigorously,implement activities positively,strengthen the website construction,initiate many important periodicals,launch lots of thematic activities to study how to reform and develop the vocational education,and establish and perfect actively the system of the vocational education.After analyzing carefully the findings,this study simply analyses the precise support strategies from vocational education aiming at the poor rural students who are in the colleges.This study propositions that in order to achieve effectively the“shake-off-poverty”target,we should require the two principal parts of“poverty relief”to make the“aiding”and“being aiding”work together.“Targeted poverty alleviation”should pay close attention to the“person being aiding”and then take appropriate treatment,so that we can perfect and improve the aiding measures better.First,set up a Poverty Relief Office which has independent function in vocational colleges,in charging of the concrete circumstance of the poor rural students in colleges and formulating the schemes depending on the different situations.For instance,provide all-sided financial aid to the poor students whose poverty is because he/she has brothers and sisters in schools at the same time;provide enough train chances and train condition to the students who are lack of talent;provide psychological counseling train to the students who have spiritual poverty.Second,we have to raise a precise claim to the poor rural students in colleges,do ideological education and train precisely as well.This study proposes that poverty relief should make the two parts---“the aiding”and“the being aiding”work together to come true effectively the target of“getting rid of poverty”.But it is always ignored that one of the two parts---“the one who is being helped”should take on some duty and obligation.This study put forward to the requirement to“the one who is being helped”,they have duty and obligation to cooperate the“helper”to come true the changing of destiny.The third,organize“the third-part”section to supervise and assist the poverty-relief work in vocational colleges.Their supervision and assistance make sure the poverty-relief work can proceed orderly,and their publicity work is throughout the whole poverty-relief work,make sure the succeeding in the task of“getting rid of poverty”.
