Over the past20years since reform and openning up in China, The aid policy of students in the university continuously perfect, But the problem of poor students is showing in10years. The thesis search discovers that because of the government made further extension of university education,The scale of the higher education has taken a huge change. As the extension of student’s scale increasing, The policy of high education cost is established,charge will shared by government,society, high school, personal. China is a big country,There are different economic developing area in China, The difference between eastern and western make the different family which have the difference economic condition. Many students family are in low water for farming, unemployment,single family parent, and so on. The poor students is became a special group because their family can’t charge the cost of study and living expenses. There are three developing process about Chinese student aid system, establishment, reformation, consummation. The system provide national scholarship, national grant, national study loan to help the students who need financial assistance, in additional, tuition waiver, compensation for risk loans, work part-time as the auxiliary method to help students.The thesis search analyse the problems of the poor student aid system in the past few years, we found the poor student still can’t get enough aid financially even though government continue increasing the amount and rang of financial aid. Because the poor student is a huge group, government aids still limited. How to estimate and cognizance the student’s financial condition or what kind of aid can provide are the government and university should face. After analyze,thesis search regard that the key problem is how to estimate and cognizance the poor students under the limited source of financial aid."Ministry of Education treasury department concerning hard complete family economic difficult student in the university and college to affirm an operative instruction opinion" is published in2007.The opinion evince that the poor student’s aid is emergent.the study analyze the main way of the estimate and cognizance on the basic aid working of university and sum up that the main problems of aid system is diathesis simple, system incomplete, method drop behind. After that the study analyze the problem from the social and personal.The study regard the top problem is establish a standard estimate and cognizance system. Under the system the government can gather information completely and have a scientific analysis. On the base of system the study use "analytical hierarchy process" to solve the problem of the qualitative analysis and quantitative analysis. At last the study use the instance to demonstrate all course of estimate and cognizance of student’s financial aid.Depend the result, the study give the aid policy suggestion, increasing the understand of poor students financial aid, promote the reform of aid system, enhance the education of honesty and castigation of dishonesty, boost the degree of management of students aid.
