This article is based on the McClelland’s competency theory and thus the conception of Elementary Teacher Competency is explored. Elementary Teacher Competency is a potential characteristic term which is used to be showed in elementary education of an individuals. This article defines the concept of teacher competency and analyzes the current situation for teachers’ competency in K district, and meanwhile makes recommendations on improving competency for education administrators and teachers.This study selected4primary schools’teachers of K district for research to understand the current situation of elementary teachers’ competency in K district through the observation, questionnaire and interview, including20males and81females.88.3%teachers have bachelor degree, and the rest are with college, master and doctor education background.The main conclusions are:1. Both integral and fractal dimension of the teachers’ competency in K district are higher;2. There is no significant correlation ship between population variables and competency. Meanwhile, this study used interview to search teachers’ understanding of competency and assessment for own competency’s current situation.Both organization and individual are the reasons of the higher competency of the K district primary school.The organization of K district clearly the scientific rigor of the selection mechanism, provides a wealth of training and learning opportunities for teachers, while focusing on the competency to enhance teachers in action research; and teachers own a clear concept of the competency which can distinguish outstanding competence and competence the average force, individual teachers have a good educational literacy and aggressive wishes.
