As the country’s emphasis on rural compulsory education, building a high quality of rural teachers is the key. Countries have issued some policies to promote the development of teachers’ professional, but whether these policies to adapt to the rural environment are not concern. This paper adopts literature research, policy text reading method and investigation method, the related policies on rural teachers’ professional development research, combing and analysis and field survey, to adapt to the situation of policy in order to from the text level and execution level for rural teachers’ professional development policy adjustment problems, and puts forward corresponding Suggestions for improvement.This paper combed through policy, found that teachers’ professional ethics from1984to1984, the last revision, form is more and more specifications, content level gradually clear, professional gradually enhanced; National teachers’ professional development in rural areas policy mainly degree compensation policy, and provide many corresponding training policy, strive to make the rural teachers meet the academic standards stipulated by the state; National teachers title evaluation of macro policy failed to timely revision, in spite of2011years in primary and secondary school Settings are senior titles, but this policy in only a few senior teachers in rural is useless. Learned from the survey results, ethics standard in school running condition, the rural teachers’ teaching with only a conscience; Rural teacher education basic meet the national standard, but the record of formal schooling education promotion brought them the harvest is not big; Education information technology into rural schools, but has not yet universal access. Training effectiveness is poor, rural teachers gain is small; senior professional titles evaluation quota rarely affect the rural teachers’ enthusiasm. Through the study found that rural backward economy is the professional development of teachers in rural policy implementation of the most fundamental reason.Finally, combining with the reality of the rural environment and the teacher individual condition, put forward the corresponding improvement Suggestions:form a complete set of operational code of ethics policy; The integration of urban and rural economy education as a whole; Pay attention to rural teachers connotative development; Equilibrium configuration of urban and rural education resources; Under the premise of guarantee funds according to the training of rural teachers demand policy; Add the title evaluation quota to encourage rural teachers’ professional development.
