At present, our country is in the critical stage of a rapid social transformation which is from traditional agricultural society to modern city. With the development of urbanization, a large number of labor force and capital surplus appear in rural area, and flow to urban areas and industry where the economy is relatively developed, that is a lot of resources from each part of the country, especially the rural population flow to the economically developed southeast coastal areas, from the central and western regions to eastern region, the western frontier minority areas is more serious, leading to a widening gap and serious imbalance between regional and urban-rural development. So far, the research which specially studies rural population flow and social development of the frontier minority areas is less; the studies of Korean nationality are mostly focused on the macro level, such as national system and the regional crosswise comparison, lacking in-depth analysis of the Korean nationality village on micro level;Based on this background, this paper will combine two major issues:the rural population flow and rural economic-social development under the urbanization, with the case study of a Korean Chinese village in SanHe town, LongJing city, explore the impact of population flows to the economic and social development of frontier minority rural areas, as well as the possibility of improving development model.This paper contains five chapters:the introduction, the population flow in SanHe town, the population outflow and economic and social development SanHe, the development dilemma caused by population outflow in SanHe, the reflection and summary.the first chapter states the topic background and research significance, analyzing the characteristics of current urbanization and the problems appeared in the process of urbanization in our country, which leads to the theme of this study; Reviewing and combing the domestic and foreign scholars’study of urbanization under the background of population flow; Theoretical resources for this article, main concept and content shall be defined and explained; finally introducing the research framework and research methods of this paper.The second chapter summarizes the basic conditions and population-flow situation existing in SanHe town, leading a conclusion that outflow is more popular in SanHe town; then analyzes population-flow in SanHe town from several aspects, such as the direction, region, flow mode and vocational distribution, etc; Finally, analyzing all factors affecting population outflow from visions of the push factors, pull factors and the national-characteristics of Korean Chinese, etc.The third chapter analyses the positive impact of population outflow to economic and social development in SanHe town from four aspects:people’s income and economic situation, living standards, labor employment and the transfer condition, social security.The fourth chapter analyzes the economic and social developing dilemma brought by the population outflow from six aspects:the school size and teaching quality, border security, problems caused by the gender imbalance, the construction dilemmas of infrastructure such as science-education-culture-health, the left-behind elderly support problems, rural elite outflow and the grass-roots democracy management and so onThe last chapter gives a reflection and summarizing based on the full text, proposes the new developing predicament in frontier rural is aging and hollowing development, while frontier region also has a new developing advantage such as border trade and overseas labor service; at the same time the development of Korean ethnic group have advantages in the language, culture, education and location; Finally, combining all analysis, puts forward some relevant policies established by the local government which are encouraging population outflow; the policy of implementing economic subsidies to encourage fertility; some development Suggestions of strengthening the construction of local infrastructure, etc.
