Pre-school education is an important part of the basic education, it’s also the initial stage of school education and life-long education. As an important social welfare undertakings, the development of pre-school education must be dependent on the establishment and improvement of the system of pre-school financial investment. Adequate financial investment is the basic guarantee for the development of the pre-school education of every country. At present, there are still many problems in the financial investment of China’s pre-school education. For example, the financial investment of the government is insufficient; the allocation of the government financial investment is disproportionate; the way of the financial investment of the pre-school education is backward. In recent years, governments of all levels in China increase financial investment for the pre-school education. Furthermore, we learn the successful experience of the way to develope the pre-school education from the OECD countries.In this paper, there is a large number of research data from the OECD website and OECD data reports. It is based on the international comparisons of the financial input for the pre-school education. According to the above items, we can discover and explain the trends and characteristics of the financial investment to the pre-school education in OECD countries. The researcher analyzed the scale and structure of the financial input to the pre-school education. Meanwhile, the researcher also analyzed the different mode of the financial investment in OECD countries. The final goal is to explore the general law of the way to provide financial investment to pre-school education in OECD countries. It is very important to promote the development of the pre-school education and rationalize the way to provide financial investment to the pre-school education in our country.The article describes the financial investment conditions to the pre-school education and some typical input modes in OECD countries. Combined with the current situation of the financial investment to the pre-school education in China, to make a few suggestions for our pre-school education investment mechanism. These suggestions are as follows. Firstly, we should stress the responsibility of the Government to increase the financial investment for the pre-school education. Secondly, we should formulate the investing mechanisms for the pre-school education according to the national present situations. Finally, we should standardize the pre-school financial investment mechanism in order to provide an institutional guarantee. These measures are all effective to solve the problems of our pre-school financial investment. It also provides a useful reference for our on-going pre-school financial investment reform.
