With the expanding scale of universities, Faculties under Public University began to appear. Particularly in the current gradual deepen reform of education, the confronting problem of Faculties under Public University management are being gradually complicated, the role of organization structure, management models and so on in the managing colleges become increasing important and get more attention. Since the founding of new China, the management mode within colleges continuously change, and that the development of Faculties under Public University of governance mode and organization structure has never stopped.In the recent years, it appears a kind of management mode in Faculties under Public University called as Dean Responsibility System under the council leadership which comes from western countries’university management models. It lets college secondary school of governance revealed a new life.This thesis is trying to analyze Dean Responsibility System in Faculties under Public University which is starting from theories of Organization Structure, Corporate Governance, Decision, Incentive, Behavioral Science and Borderless Organization on the basis of analysis of high efficient governance model and secondary college development. The example of this paper is New Huadu Business School. Dean Responsibility System under the council leadership in Faculties under Public University is a kind of mode that the college is managed by presidents of those colleges. There are academic committee, the party association, dean, senior administrative agencies and the board of faculty, etc. This paper mainly expound Dean Responsibility System in Faculties under Public University from four aspects:(1) the general operational mechanism of Dean Responsibility under the council leadership in Faculties under Public University;(2) Dean Responsibility System under the council leadership in Faculties under Public University;(3) organization structure of the council leadership in Faculties under Public University;(4) taking New Huadu Business School as the example. The last part puts forward some promotion measures to the Dean Responsibility System in Chinese Faculties under Public University. Dean Responsibility System under the council leadership in Chinese Faculties under Public University has a positive effect on the college development. However, there is not enough law norms and sound mechanism. Otherwise, administrative departments or superiors interfere too much to the Faculties under Public University. Not only the members of committee are not enough, but also the funding sources from the council are not stable. The aim to this thesis based on analysis Dean Responsibility System in Faculties under Public University is trying to find out some shortcomings of Dean Responsibility Management under the council leadership and provides our own views on the management and development of Chinese Faculties under Public University.
