Since 2000,higher vocational colleges in cities and prefectures across the country have been upgraded to undergraduate colleges.According to the Research Report on the transformation and development of local undergraduate colleges issued by the Chinese Academy of Educational Sciences in November 2013,At present,there are 646 Local Newly-built Universities in China.With the continuous expansion of the scale of Local Newly-built Universities,the original internal governance model reflects more and more disadvantages,and all schools begin to carry out the internal governance reform.Actively looking for their own governance loopholes to establish a scientific operation mechanism and a reasonable governance structure,in order to Promote Colleges and universities to adapt to the changing market environment in the future and achieve healthy development,has become an urgent problem for new undergraduate colleges and universities.Tongren University,as one of the Newly-built Local Universities in China,has also started to set up secondary colleges and started to carry out internal governance reform.Like most colleges and universities,the school began to copy the management mode of old universities at home and abroad.But today,with the deepening of education reform,due to the particularity of China's university leadership system,foreign research results need to be practiced and applied in domestic colleges and universities,and also need to be modified and adjusted to adapt to the guiding ideology of socialism with Chinese characteristics.In addition,due to the diversified levels and types of colleges and universities in China,the internal governance structure and operation mechanism with the college system as the focus,the implementation situation is different in various levels and types of colleges and universities.The existing research is basically based on the old undergraduate universities(research-oriented comprehensive universities),and the Local Newly-built Undergraduate Universities can not copy the model of the old undergraduate universities because of their own attributes.The research on the internal governance of Local Newly-built Undergraduate Universities is almost blank;At present,the national policy will guide these newly-built universities to transform into application-oriented universities.Therefore,how to establish an efficient internal governance structure and operation mechanism will be an important direction of university research.This paper uses the methods of literature research,case study,historical research and comparative research to study the operation mechanism of Tongren university based on the internal governance concept,internal governance structure and system of Tongren University.After the implementation of the internal governance reform,Tongren university has formed a three-level internal governance organization,which is divided into school level,college level and department level.It constructs a "three center" governance organization and its operation mechanism with the school as the decision-making center,the college as the management center and the Department as the quality center.The operational mechanism is the mechanism of interaction among various factors within the University.In this paper,the operational mechanism of Tongren university is divided into four aspects: "top-down decision-making mechanism with the president responsibility system as the core under the leadership of the University Party committee","independent management mechanism at the college level","supervision and restriction mechanism of internal power" and "target management mechanism focusing on performance".After the implementation of the three-level governance reform,Tongren University relies on a reasonable governance structure and standardized operation mechanism to improve the school running effect and overall quality,and promote the improvement of teaching,scientific research and social services in all aspects.At the same time,there are also corresponding problems,such as the lack of firm decentralization of school power,the imbalance of power allocation,the lack of clear correspondence between power and responsibility,and the conflict of power There are some problems,such as the lack of autonomy of the college.This paper summarizes these experiences and lessons,and then combined with the current successful experience of internal governance of local universities in developed areas of our country,puts forward suggestions for improvement and perfection of internal governance of Tongren University.
