In China, private kindergartens contribute a great share to the relief of the government’s underinvestment in pre-school education, to the enrichment of the pre-school educational resources, and to the satisfaction of the people’s ever-growing needs for early childhood education. But under the immature market economy, there are many problems in the operation and management of private kindergartens, for example, the substandard operation of kindergartens, the lack of management, the imbalanced development of kindergartens in urban and rural areas, and so on. The administrative organ of education, as the competent department, is only given the general direction, the basic spirit and the value orientation about how to manage private kindergartens by the nation, which makes it rather blind that the administrative organ of education exerts its concrete functions.Against the above backdrop, this dissertation underlines the problem of function positioning of the administrative organ of education in the management of private kindergartens. The method of comparative analysis is used to conduct the rational reflection and the systematic exploration about the emphasis of the performance of its function in the management of private kindergartens, from the perspective of meeting the development needs of urban and rural private kindergartens.This research generally includes the following parts:The first part is the introduction. It mainly introduces reasons for the selection of this subject, significance of the research, literature review, definition of core concepts, research ideas, research method and innovative points of the research.The second part reviews the domestic guidelines, polices, and so on, made in different periods. The duty and the role of the administrative organ of education in the management of private kindergartens in different historical periods are presented macroscopically in a systematic way.The third part is the description and the comparative study of the status quo of the private kindergartens in Yichang and the management of private kindergartens by the administrative organ of education. And then it is the deep thinking of the problems in the urban and rural private kindergartens and the exertion of function of the administrative organ of education in the management of the urban and rural private kindergartens.The fourth part is to microscopically summarize the function and role of the administrative organ of education in the management of private kindergartens and put forward the countermeasures to facilitate the better exertion of function of the administrative organ of education in the management of private kindergartens according to the macroscopic role positioning of the administrative organ of education, combining with the private kindergartens’development needs on the present stage in Yichang and the rights and duties of the administrative organ of education in the management of private kindergartens.
