Skill talented person is the man who is working at the front-line, masters thespecialized knowledge and technology, and has a certain operation skills appliedtalents. Skilled talent person’s raise is not only the inherent requirement of social andeconomic development, but also the needs of enterprise survival and development.Skill talented cultivation in China did not correspond to social economicdevelopment, the talent quantity, quality, skill and hierarchical structure, industrydistribution, etc. Still it can not meet the demands of social and economicdevelopment. Therefore it is has an important theoretical significance and practicalvalue to make an exhaustive study of the skills training, to conduct the thoroughresearch to the problems, to explore the law of skills training, to put forward measuresand steps of improve skill personnel training system, and to promote the skillpersonnel training work.This study uses research method of literature and empirical approach, finds thecurrent problems and analyzes reasons; uses the experience of other countries forreference; on the basis of social and economic situation of Kunming, and putsforward the corresponding measures and steps.This paper have five chapters. Chapter1is introduction of its background,significance and the research methods.Chapter2takes the skilled talent training of Kunming for example. On the basisof the complete survey of current situation, which is the training scale is continuallyexpanding. Total quanlity and quantity have showed year on year growth trend. Theskilled talent person is distributed in the manufacturing industry and service industry,but less distributed in high and new technology industry. The quantity of high-levelskilled talent person are still less. Educational background structure of the skilledtalent person are also tending to be various. Chapter3analyzes the problems according to the situation of Kunming. Theseare: being lack of support from government; the obvious contradiction between supplyand demand; the ordinary operators’growth channel is not free; new pattern industryshortage of talent. The major causes are the environmental conditions areunsatisfactory; special fund use efficiency is low; occupation skill appraisal do notplay its system effect; enterprises do not fully implement skills training obligations;and hysteresis model of school education.Chapter4summarizes the successful experiences of skilled talent training inGermany, England and HongKong, and points out vigorously support and efficientmanagement of government, strengthening school-enterprise cooperation, vigorouslypromoting the occupation qualification certificate system, establishment of occupationqualification and diploma equivalent system, occupation education should based ondiversified system, the appointment of the industry elite as a teacher.Chapter5uses the experience of other countries for reference, according to theactual situation of Kunming city skill talented person’s demand and the current on theexisting problems in training of technical personnel, pointing out improving thequality of training for skilled personnel, establishing a set of perfect skill trainingsystem, the perfect government skill talent management system, the construction ofschool-enterprise cooperation system led by the government, optimizing theenvironment for the growth of enterprise talents, establishing the demand for skilledpersonnel monitoring system, etc.
