Reviewing the development of CUBA twists and turns, it isnot hard to find the change of CUBA institution in which plays an important role in the history of CUBA,CUBA is the institution of protection. In a way, the history of CUBA’ s development is the history ofinstitution’s transition. Therefore, the study of CUBA institutional change, on the one hand, it can providethe reference for the development of CUBA itself.on the other hand it has certain reference significance tothe Chinese sports institution reform.This thesis uses the method of literature material、logic analysis, theory of institution variance in newinstitutional economics as the theoretical basis。 Surveying the institution of CUBA in many aspects andangles from the point of institutional transition and exploring underlying factors which has influenced theinstitutional transition of CUBA, the conclusion is as follows:1. CUBA institution through exploring stage, launch stage, rapidly develop stage and the rising stagewhich development is flexural, experience from scratch, and constantly improve the development, hasformed a set of unique and relatively complete institution.2. The development of CUBA at the heart of theproblem is competitive level is not high, the cause of this problem mainly has four aspects, and that the linkbetween the four aspects of competitive level height and restraining each other, at the same time.3. CUBA unclear property rights lead to CUBA interest distribution, coordinate and make theorganization and management have many unreasonable places, CUBA, all aspects of the development ofthe lack of core power.4. CUBA contest regulations as a formal institution of CUBA, still exist unreasonable regionaldistribution, the game level is not clear, long time span, such problems as too little games.5. The lack of a formal institution of guidance, support and ideological CUBA reserve talented person as a result of the change of the root cause of the problem. The development of national politics, economy,institution and the reform of sports institution process can directly decide the development of the institutionof CUBA realize the breakthrough of path dependence, realization of teaching in the true sense.6. The state sports institution reform lack of national government level support of formal institutionand the management level lag of ideology is a major cause of CUBA insufficient funds.
