The construction of modern school institution has become some more concerning problem in the process of the educational reform in China these years. It has been an basical objective setting up modern school institution, constructing interior and exterior surroundings to improve the school to solve the barrier of the institution to the development of the school. However,the condition of lag of modern school institution reform impacted its function during the social transformation in our country,and the mechanism of institutional change caused the restriction and counterwork for the reform and innovation of modern school institution.Based on the background of social transformation,in a perspective of institutional change theory in new institutional economics,this paper tries to explore the problems and the reasons for the change of modern school institution and find some Countermeasures to the construction of the reasonable mechanism.This paper includes four parts: the first part introduces and explains some concepts referring to institution, school institution, institutional change and the change of modern school institution,making analysis of the meanings, the types and the functions of modern school institution,and points out that The modern school institution refers to a set of systems in which schools are based on the new relationship between the government and the schools, reflect modern educational perspective and the character of education for all-around development and carry out democratic management based on the laws to accelerate the harmonious and continuous development of the students, the teachers, and the community where the school is located. The institution of the modern school occurs under the background of the appearance of the knowledge society in order to meet the basic requirements of market economy and the construction of the learning-based society. which mainly includes modern school educational institution, corporation institution and institution of property rights.The institution of the modern school possess some different of functions, mainly involves three aspects, namely in economy ,educational inspiration and conforminty by means of endogenetic resources.The second part emphatically composes the content and theoretical analysis frame of the mechanism of modern institutional change, making analysis of the principal of institutional change,the motivityof institutional change, the mode of institutional change and route dependence of institutional change.The third part reviews the change course about modern school institution and together with sysnthesis explanation of its problems and reasons,which the institutional shortage is caused by the change in economy condition ,the transformation of the laws and the policy ,and the innovation in educational technology as well ,also influenced by the lack of the desire and the capability providing institutional supply and demand from the principals.the other reasons come from two aspects, which is the low validity caused the mode of gradually transformations and the system lock induced by the route independence .The last part puts forward some Countermeasures to the constructing of effective mechanism of modern school institution. Firstly, to consummate the construction of educational laws and rules, adjust the government function in the educational management, constract the new relationship between the government and the school , building up modern ideology to improve the institutional environment. Secondly, the new instutional innovation mechanism can be set up to cultivate the educator's innovational spirit,and simultaneiously inspire the nation to play the dominant role in instutional change. Thirdly, to select the effective instutional change route and establish the united tranfomation mode between the gradual mode and the compelled mode ,overcome the route independence in the process of the instutional change. Finally, some related mechanisms referring to inspiring mechanisms, restricting mechanisms, supervising mechanisms, and information mechanisms should be set up to accelerate the construction of modern institution mechanisms in order to achieve the function and operation of the modern school institution.
