Moral Education Institutions of Universities provisions of moral behavior and moral development of university teachers and students. A good moral education institution is conducive to the development and improvement of host-guest moral qualities of moral education in universities. However, the current moral education institution of universities faces some reality difficulties, such as the concept behind the institution of moral, environmental and institutional legitimacy mechanism imperfect.Based on the basis of relevant studies on domestic and foreign scholars, the author uses the theory of institutional analysis to analysis the current moral education system of universities in-depth through the microscopic point. The paper makes the Huazhong University of Science and Technology as a case and takes attendance system and academic integrity system for example by the methods of historical research and comparative study and empirical research to analyze the current situation and problems of college moral education system from two levels of students and teachers. And on the basis of above research, the paper explores the causes of problems and puts forward possible suggestions for the innovation of College Moral Education system.The paper consists of five parts. The first part, the paper introduces the topics reason and research questions, literature review, concept of the articles and the research process. The second part, the paper analyzes the moral education institutions of universities from a perspective of institutional change theory. This chapter consists of three parts. First of all, the author makes a development research on moral education institution of Huazhong University of Science and Technology since its establishment, especially the historical evolution of attendance system and academic integrity systems. Next, by the use of path dependency theory analysis, this paper points out the problem of supporting mechanism imperfect on the current moral education system of universities. Finally, this paper uses the theory to analyze the system logic to point out the problem of management concepts overweight. The third part, make a analysis on the environment of moral education institution of Huazhong University of Science and Technology from legal and policy environment, social environment and institutional environment of moral campus cultural environment, pointing out that the current moral education institution lack of comprehensive system of security and incentive and facilities construction, as well as issues such as lack of campus culture. The fourth part, this paper analyzes the moral education system from the perspective of legitimacy mechanism, pointing out the problem of lack of the intrinsic value of respect, justice and freedom in Colleges. The fifth part, on the basis of analysis of issues on the moral education system and borrowed the experience from foreign system of moral education, this paper makes some suggestions for the innovation of moral education institution in universities in terms of changing ideas of moral education system, optimizing the environment of moral education system and strengthen the moral legitimacy, seeking to provide a reference for the construction of the current system of moral education in universities.
