| The degree of the development of sports is an important criterion to measure the degree of socialdevelopment. The development of sports undertakings in order to be sustainable, healthy, stable, it needsplanning studies. The city of Luohe as rapid rise of the medium-sized city in the Central Plains region, thedevelopment of sports undertakings has direct influence on all aspects of the Luohe social development.Especially in the rapid development of China’s urbanization, it is particularly necessary to study thedirection of a city’s sports development.In this paper, using the literature data method, field survey method, expert interviews and logicalanalysis, it studies the status of sports development of Luohe, plans for the future development, and makerecommendations for the development of sports of Luohe.The conclusions of this study are as follows:1. Luohe as small and medium-sized city located in the hinterland of the central plains, it is only a fewdecades before it is enhanced provincial city. The foundation of sports undertakings is not solid. A lot ofvenues and facilities are also completed in recent years. With the2008Beijing Olympic Games heldsuccessfully, developing the sports undertakings has become the trend of the times. But the development ofluohe sports needs experience and guidance. Making the plan for the sports development is an essential partof the development of the sports undertakings of Luohe.2. Mass sports, school sports is foundation. Taking the project of "China volleyball city" as abusiness card, while competitive sports maintains the original advantages of the project, it strengthens theweak development of the project. The sports development of Luohe has formed a balancedthree-dimensional development pattern.3. Luohe once is an agricultural city. The masses have relatively weak sense of sports.Combined with the municipal government do not attach great importance to the work of the sports, oncethe sports development of Luohe has been stagnant. But at this stage the municipal government recognizesthe importance of the development of sports undertakings. It has focused on the sports development ofluohe in recent years. 4. Luohe sports development goals set as follows: One, fully carrying out mass sports, setting themass sports as the basis for the development of luohe’s sports; Second, school sports according to the areaof sports planning, the county district develops each development projects, contributing for the overalldevelopment of luohe sports; Three, competitive sports maintains the traditional advantage of the project atthe same time, strengthening the relatively backward development of the project. Using the excellentcoaches team and high quality of the training base, it trains more excellent athletes for the country; Four,with the sports brand effect of the city of the China volleyball, to undertake more high level of competitionat home and abroad, driving the development of luohe economy, forming the luohe people own sportsindustry; Five, making the coordination of sports and politics, economy, culture, education and socialdevelopment of all aspects, to build a higher level of well-off society and make contributions to theharmonious development of society.5.
