At the early1990s, accompanied by the rapid development of vocational education, related institutionsand cooperative enterprises as the main, in the form of administrative regions or industry sectors division,to promote each other, benefit and win-win for the basic build principles of Vocational Education Groupalso started in our country came into being. Entering the21stcentury, vigorously develop vocationaleducation to the call with the national issue. Especially on national vocational education Conference in2005, the State Council decided to rapid develop vocational education,this policy have further request thepublic vocational school should have resource consolidation and reorganize assets to realize extensively,industrialized, chain oriented. Vocational education groups are developing as strong situation. Differentkinds of vocational education groups have arisen in almost all of the provinces and regions. Currently, thedevelopment of vocational education groups’ quantity and scale has present good development momentumsuch as Beijing, Shanghai, Tianjin, Henan, Guangdong and other provinces. Especially Henan province hasbeen very highly regarded by ministry of education for the characteristic of the development of vocationaleducation.This paper is focused on the construction situation about vocational education groups, surveyed andcontrasted about vocational education groups’ construction inside the province. This paper has brought theconstructive and developing opinions that match scientific thought of development and the practicalsituation. It has provided theoretic support for vocational education groups.This paper has found that the large-scale and chain-orientation vocational education guiding principlefor running a school is already filtering into people’s minds greatly increases the popularity of groupschools and companies. The mode of Cooperation between schools and cooperation between school andenterprise constantly brings forth new ideas, boosts vocational education to provide better social service.After deliberation, the related interests of the groups must take active action to achieve the depth ofcooperation and win-win strategy about member units of vocational education groups. The related interestsof the groups have to find the cooperative point of penetration, play their own part well, and achievemaximizing interest through joint efforts. Government function cannot be weakening by market orientation through grouping development.On the platform of vocational education group, the enterprise should not only focus on immediateinterests but also have the long-term plan. Desire of positive cooperation from enterprise is the key point ofbuilding the better vocational education group by two sides. The most important prerequisite ofCooperation is joint effort,no one can achieve the aim individually. The cooperation basis of Building thevocational education group is try the best to achieve Win-Win Result by colleges and enterprises.Enterprise’s ultimate aim is chasing the benefit, so the two sides’ cooperation can not be only focus on‘support the education’,‘devote to the public welfare’ but to find a way to realize Win-Win Result. Usingthe complementary advantages to help each other, at least enterprise should gain some return of theinvestment, after they put some founding and equipment in cooperation. Colleges should actively researchthe enterprise’s demands then adjust the curricular system to develop new majors to catch up theenterprise’s human resources recruitment.The government functions as a guide and foundation in the process of grouping education, which isdifferent from the past pattern. To be more specific, the government and its administrative authority shouldplay a more important role in increasing the sense of market-orientation of vocational schools, improvingtheir mechanism to adapt to the market better, strengthening their ability of market practice and thecooperation among vocational schools.Therefore it will not only provoke the participating passion of the enterprises, but also win over moresupports from them. Integration of the school and the enterprise should be introduced, which wouldupgrade the school-enterprise-cooperation to school-enterprise-community. In this way, the cooperation oftwo parties develops further into a community of one group, and in the end achieves the ideal state ofhaving a common vision, of organizing and constructing together, of making a joint management andsharing the benefits and risks. Thus the good running of all groups would finally lead to a all-win andcommon prosperity.
