Compulsory education is the fundamental construction of powerful human resources in China.The role of the primary education is more important than any hierarchy education, Building thehigh--quality rural primary teachers not only has a profound significance to the balanced development ofcompulsory education,but also important to the improving of the quality. Rural primary school teachershas its own special value. He can use simple and appropriate principle to develop the future ruralconstruction workers. He can transmit the local culture and humanistic process to every educationalobject.Through enriching the content of rural culture and educating new farmers to make potentialproductivity to real productivity,therefore,it can promote the unification of personal benefit and socialbenefit.On the one hand, the flowing of the teachers is a natural phenomenon of the talent flowing. It’sthe dominant power to change the teacher’s stratification and stratum, He can effectively promote socialreasonable circulation. However, because the present legal system is not sound, the teacher losing hasbecome unreasonable and even turned into chaos, Therefore it leads to further weaken the rural educationand poor stability of the teachers’ troops. The reason of the losing mainly exists in the policyguidance.financial difference.school management system.Personal career prospect, By analysis the abovefactors,we can put forward the countermeasures to solve the problem.The first part of the article is to analysis the background and significance of the researchingquestions. Carding the present research results to provide the research ideas and methods, supporting thetechnology routes.The second part is the key concepts and theories framework, paraphrasing the core ideasof excellent teachers, teacher flowing and teacher losing;using the human capital theory,career andachievement needs theory to support the article structure. The third part points out the reality situation andreasons of the rural primary school outstanding teachers, Through the analysis of losing characteristics,understanding the losing quantity,rational,age,subjects to find the surface and deep reasons,so we can solvethe countermeasures.The fourth part is the concrete resolution strategy,By through the adjustment of economic structure to promote the balanced development, By improving the relevant management systems, timelyrevision or put an end to the policies or regulations, standardize the school layout adjustment, Theestablishment of rural teacher’s professional development planning and the innovation education guaranteemechanism, so all the above measures can provide the detailed solution.
