Preliminary education is of great importance for education system by nationality,fundamentality and predetermination. Under background of agricultural country, preliminaryeducation has become a principal element inevitability. Since the Chinese economic reform,Chinese rural preliminary education have explored and developed in a long period. It has gonethrough a process from immaturity to maturity, from gradually improving to entering a periodof all-round development. Under background of building a well-off society in an all-roundway, the rural preliminary education was endowed with new historical mission and task. Thispaper simply recalled the development history of our rural preliminary education form theChinese economic reform, pointed the problems and measures for rural preliminary education,provided some reference of educational policy for developing new socialist countryside.This paper mainly applicant historical research methods, documentary research methodand comparative research method. It researches the conditions and solutions of Chinese ruralpreliminary education combine with educational theories on background of new socialistcountryside. This paper divided into three parts:The first part described basic of selected topic and research status. At the same time,defined some concepts which involved in the paper and summarize basic theories.The second part simply divided developmental stage of our rural preliminary educationfrom the Chinese economic reform. There are three stages: full recovery period,comprehensive reform period and compressive development period. Then expounded therespective features. In addition, summed up current state of development about ruralpreliminary education. It includes educational scale and number decline sharply, the numbershrink of teachers which stay in rural areas, missing educational systematization andstandardization. Finally, find the reasons singly, it involves under-investment, structuraldisequilibrium and behindhand idea.The last part put forward the way to solve the problems on the rural preliminaryeducation. It plans the model of resource allocation, reinforce reform power, and combinationof rural preliminary education and new rural construction.
