Teacher training is an important way to promote primary and secondary school teachers’ professional growth and development in China, and it is also an effective way to improve the level of development of primary and secondary education teaching country. However, everywhere in teacher training at the same time, what is effective teacher training? What is the standard of effective teacher training? But opinions is controversial. Domestic research focuses on the teacher training at theoretical level, lack the practical research on teacher’s training.This article focused on the teacher training plan in primary and secondary schools, selected primary school teachers as in survey, the effective training of primary school teachers in mind plan investigation and findings the national training standards (Trial) of curriculum "comparative analysis, then build the effective training plan on primary and secondary school teachers.The study used questionnaires and content analysis. Summary of literature on the teacher training, and consulting on the teacher training experts and interviews, as well as the basis on the preliminary survey of Jilin Province Key Primary Math Teachers. From the survey demand before teacher training, the purposes of teacher training, the contents of teacher training, the methods of teacher training, the evaluation of teacher training, the investigation of follow-up service in teacher training, and the six dimensions also as the design of the questionnaire. In order to ensure the scientific and rational design of the questionnaire, carry out the questionnaire investigate on56primary school teachers. The first questionnaire test refined and adjusted the questionnaire according to the results of the test measurements. On the November12,2012-Dec2, take a stratified random sampling survey of commitment to participate in the Faculty of Education of Northeast Normal "national training plan" all the students of the primary school teachers training courses,200copies questionnaires were distributed,180copies of questionnaires were effectively recovered, the recovery rate is95%. The tools of SPSS17.0has used to preliminary analysis of the survey statistics.Based on the contents of questionnaire and compared to the requirements of the country training program curriculum standards (Trial). The research showed that:1. The teacher training put the investigation off the teacher training (50.1%), a direct result on the training program set unreasonable; training purposes, mainly teachers ideal purpose inconsistent with the real purpose of the school reality needs teacher training projects in consistent with the two major contradictions. 2. The survey shows that a higher the frontline primary school teachers teacher training degree of recognition for what form (91%), but there are two different views for the manner in which to carry out the training; training content to comply with trainers at the regional state of education (81%), training curriculum to the diversification of curriculum development menu (93.6%);3. The line teachers on the importance of training evaluation needs to be improved (41.7%), training should be more scientific evaluation in reality, norms and feasible. Establish a serious lack of training follow-up services platform (81%), and there is a big gap between the quality and survey teachers expect, these direct impact on the sharing of resources and experience of training follow-up.Based on the above findings, the paper initially built effective training plan for primary and secondary school teachers in mind, and that training needs survey to the front, and training purposes, society, schools and teachers to integrate tripartite different needs, practice-oriented training courses set form of diversification, training evaluation to be taken seriously, and to develop a scientific and reasonable evaluation criteria, training follow-up service training of teachers to achieve the desired degree.The conclusion of this article has some reference value for the establishment of standards on teacher training in China.
