The national training plan was a national training program which was fully implemented by Ministry of education and ministry of finance full implement since 2010. The key links that decided the training achieve the good effect was the policy implementation of the national training plan. This research was based on the correlation theory of education policy implementation. The status of the national training plan which was implemented in H university of Henan province was the research object. The main research ways of this paper are documentary, questionnaire survey, interviewing and investigation method. Through analyzing the current situation and influencing factors of the policy implementation, the problems and their reasons were discovered and the actions and responses were put forward. The aiming was providing a basis for teacher training policy implementation and related practical educational activity.Form the training agency, most of the teachers indentify with the implementation plan which was included in the organization management, faculty and content, and overall satisfaction of training teacher was higher. However, some problems were existed in the process of policy implementation, such as the rural primary school teacher had no enthusiasm, the content and form of training were not consistent with rural primary school teaching, the evaluation method was single. The primary influence factors were including the education policy makers and the motive power of the participant and the policy propaganda and the policy implementation plan and the support of rural primary and secondary schools. The advices had been taken from different levels including of the education department and the policy implementer and the rural primary and secondary schools.
