With the popularization of higher education evolving trend over the years, the number of students in colleges and universities have continued to increase, corresponding to that acceptance among students in higher education, the proportion of family economic difficulties students has also increased. By the end of 2014, China’s college students has reached 24.68 million, of which, the number of poor students 6.15 million, about a quarter of the total number, and this one, the number of students has been particularly difficult for families to 1.7 million-2.4 million. Back in 2007, June 27, the Ministry of Education and Ministry of Finance jointly formulated and issued a "regular undergraduate institutions, state grants Interim Measures vocational school", this approach indicates that China has issued a formal system of state grants to produce. Since the way for many years, and indeed a lot of special funding for students from poor families Economic successful completion of their studies, to a certain extent, protect the equal opportunity to enjoy education, but also to promote the fairness of education. But in the way of the implementation process, there are some problems, such as poor students how to assess fund range is too small, lack of flexibility in the allocation of seats, etc. These problems have led to a lot of students and to participate in the work of the management staff dissatisfaction.Firstly, in order to understand the Chengdu provincial universities for student satisfaction as the goal of the grants policy, designed a questionnaire and take interviews of executives interviewed involved in this work, which found that state grants provincial policy in Chengdu When implemented in universities, there are those advantages and problems. The findings show that grants policy because of its subsidy system is relatively intact, to a certain extent, promoted the fairness of education in China; also basically meet the daily needs of students and to protect the fundamental rights to education for poor students. But there are still many problems it details: for example, poor students is difficult to distinguish between true and false, the object funded chaotic; when the selection of poor students, the standard adopted is very vague, selection method is relatively simple; when poor students were funded Standard subsidized low, limited funding to produce its effects; poor students in the selection process, the procedures are not standardized, often makes the relationship between teachers and students has deteriorated; the smaller scope of funding grants, quota allocation the lack of flexibility. For these questions, this study also made some suggestions and strategies: First, it should establish a sound system for the identification of poor students; secondly, it should be multi-raise capital funding, and increase funding for poor students intensity; again, the need to improve funding grants concrete and other related laws and regulations. In addition, the school should improve the relevant rules and regulations and specific internal evaluation methods, and to establish effective monitoring and feedback mechanisms.
