In the economic globalization and the background of regional economic integration, cooperation and exchanges of education has gradually attracted national attention. The internationalization of education prompted countries to international cooperation in the field of education, especially the GATT will education into the category of service trade, the extensive exchanges and cooperation in education service trade. With the development of economic and trade relations between China and ASEAN has been continuously strengthened, cooperation in higher education service trade is gradually entering blissful circumstances, but also very difficult to develop to a higher level. Of which there are many factors, but the system is undoubtedly one of the most important factors.This paper mainly uses the theory of new institutional economics in the analysis of trade between China and ASEAN higher education service. In the combined with interviews on the basis of China-ASEAN higher education service trade development status on the description,the problems presented of four kinds:the development of higher education service trade imbalance; lack of supply system of quality guarantee system and the credit degree recognition system; higher education service trade market of China and the ASEAN has not been fully developed. According to the related issues, this article uses the theory of new institutional economics analysis of the corresponding reasons: market access system is too strict is the four direct reason of unbalanced development of higher education service trade form; main countries and colleges and other relevant institutional supply does not play a role in system changes lead to insufficient supply system; informal institution the conflict between China and ASEAN has hindered the bilateral trade in higher education services market. System transplantation is the way of system change, as the developed countries in the process of internationalization of higher education has accumulated rich experience, so the successful experience of the Britain and the United States, Australia are described. Finally, from the institution supply of higher education service trade in China and ASEAN, China and ASEAN develop service trade system change higher education main body, to create these informal institutional environment of China-ASEAN higher education service trade development countermeasures were put forward to solve the problem of higher education service trade between China and ASEAN.
