This paper reviewed the research status of teaching design, teaching design and moral education thoughts in China and from the formative evaluation objective, definition, principles, methods, evaluation methods, research status and attitude towards the learning effect are reviewed. Study on the evaluation of the literature number less, low level, lack of empirical form found in China’s Junior Ideological and moral lesson teaching design, in order to find out the value of this research and the research innovation.In this study, learn from at home and abroad, about teaching design on the basis of the evaluation form. The paper integrated use of the experimental research method, literature research method, action research method and survey method of formation evaluation in teaching.It is mainly used for ordinary middle school junior middle school students were tested. That is the control class only by summarizing evaluation method, while the experimental class using the summary of the classroom evaluation system and the application of portfolio, performance evaluation, observation, self reports emerging formative evaluation. In the contrast test, the formative evaluation through the implementation of the experimental class teaching, learning attitude, research and teaching in the experimental class students’ learning effect. Attempts to prove:the implementation in general middle school junior middle school formative evaluation of the ideological and moral teaching, can effectively improve the students’ learning (learning attitude) initiative and enthusiasm, improve the learning performance, and promote the practice of the concept of the new curriculum, namely "through the evaluation of better learning".This study started from the two parts:first, the implementation of formative assessment system of teaching design. Second, test the effect of formative evaluation in teaching. According to the data analysis, draws the following conclusion:1, in the study of systematic teaching design under the implementation of formative assessment is conducive to the stability of the learning attitude.2, in the short term, systematic teaching design under the implementation of formative assessment in teaching can’t significantly improve student achievement.This paper analyzes the results and discussion and puts forward some suggestions on the implementation of formative assessment in Teaching:1,It is necessary to establish a perfect teaching evaluation system, the operational principle of formative evaluation in the implementation of the ideological and moral teaching.2,The teacher as the daily teaching evaluation, need to master a variety of classroom teaching evaluation.3,We should integrate the standardized examination and evaluation of the implementation inner the moral lesson in junior high school.
