| Lifelong learning is the request of current social development. Modern distance education has provided a reality platform to construct lifelong learning system. With the rapid development of computer and network technology as chief feature's modern distance education, it is very important to study how to guarantee the quality of network education. In distant education environment, students are physically separated from instructor by distance or time.They have to arrange their study by themselves. To assess learners' learning process is almost unachievable and lacks essential monitor and instruction, the quality of modern distance education is influenced. The formative assessment is process assessment and the assessment is the process of providing information during the learning in order to instruct and improve learners. The formative assessment is an important way for quality control of learning process in modern distance education.This paper analyzes the background and present situation of domestic and foreign of the research. It analyzes the basic theory about modern distance education, introduces how to construct an assessment system and set up an assessment index system suitable for the current network learning platform. After compared several education evaluation methods and combined the characteristic of modern distance education, it adopts Fuzzy Synthetic Evaluation to synthetic evaluation. Having this analyzation as a base, the paper elaborates the whole design thinking, goal and the essential requirement of the assessment system, and designs an assessment system in detail from total frame, function module etc. Based on the detailed design, using ASP.NET and AJAX etc. develops an assessment system in .NET platform and SQL Server.Finally, this paper selects a course in the current network learning platform in School of Network Central South University, carries out an assessment in stance and analyzes its results.
