Occupation education plays an important role in education system of china. Occupation education organization in each area can be fully get the dynamic development of the school itself under the macro background of rapid development at the present stage of market economy, while promoting and accelerating the popularization of education in China.The scarcity of source is a big problem faced by occupation education at the present stage. The student is the foundation of effective educational work. Everything is empty if a school has no students even with excellent resource. The source problem has been obviously exposed with enrollment in colleges and universities. The enrollment has become a difficulty in most occupation college. The strategic alliance built between occupation colleges or occupation and university can be a good solution. Strategic alliance is not a new form of cooperation, although originally used in military field, but now has been more and more used in commercial and other areas of cooperation. Establishment of strategic alliance is the basis which the same industry in several tissues has a common strategic goal of interests. To share more market in the primes of efficient use of resource and saving cost.In this study, by analyzing the causes of the problem and the specific situation of occupation college students, it is found that occupation colleges has the attribute of the enterprise certain. Through the analysis of the occupation education value chain, to look for common goals and interests between the same region or in different regions of the occupation college, to establish relations of cooperation, share of scarce resources and the students excellent education resources, develop potential ability and core competitiveness of single colleges, build reasonable strategic alliances of occupation colleges or occupation colleges and universities.
