On Issues Of Strategic Alliance Of Chinese Universities

The popularization and internationalization of higher education has promoted the universities to cooperate with each other. By complementing each other’s advantages, the strategic alliance of Chinese universities can share their benefits, optimize the distribution of education resources, improve the comprehensive strength of running universities, change the existing unreasonable layout structure of the universities, and alter the passive situation of the low efficiency on input and output. The tendency of university alliance becomes more and more apparent, whereas as to the present situation, the system and management of these alliances is far from mature. It needs to be developed and improved. Under the condition of the internationalization of higher education, its necessity, feasibility as well as the study of realization path is paid close attention by Chinese academics. This thesis mainly focus on studying the formation process, depicting on the current situation of Chinese university alliance, and deeply analyzing existing problems, at the same time this thesis will offer countermeasures and suggestions to the existing problems by providing the successful experience of domestic and foreign university alliances.First of all, on the basis of analyzing the relevant documents, this thesis puts forward the concept of university strategic alliance, and expounds its types and significance as well. University alliance is an organization that two or more than two colleges (or universities), in order to realize a certain purpose or some strategic goal, combine with other specific organizations, institutions, to achieve a certain purpose or some strategic goal, by establishing two-way or multidirectional loose network of organizations with the purpose of realizing the benefits of complementary advantages and risk-sharing. The university alliance can be divided into regional and cross-regional university alliance according to the geographical differences. What’s more, it can also be classified with local domain and all-round cooperation alliance according to the fields of cooperation. Moreover, it can also be divided into reciprocal and non-reciprocal union. University alliance can combine all kinds of schools’advantages to change decentralized state in the past few years, what’s more, this can avoid waste of resources and increase the permeability between the universities.Second, taking China9(C9) for example analyzes the university alliance’s organizational mechanism and its achievements. It can come to the conclusion that the university alliances has increased understanding and communication among each other, promoted the complementary development among colleges and universities, optimized the allocation of resources, improved the teaching efficiency and students’ comprehensive ability as well as teacher’s professional level, what’s more, the alliance has expanded its social influence and promoted the status of colleges and universities. At the same time, on the basis of data analysis, this paper points out the following five problems and obstacles existing in the university strategic alliance. The problems exist in lacking of policy support and guidance from outside; at the same time, the internal mechanism is not sound, and the restriction of the university alliances is limited; the cooperation is insufficient in depth and breadth; the project cooperation is lack of funds, meanwhile, the cooperation has little effective supervision and evaluation; contribution among its members is not even, moreover the members do not have enough enthusiasm.Third, after analyzing the existing problems of the university alliance, this paper will introduce about the reality of strategic union of the foreign universities, and Chinese university alliances should learn their strong points while avoiding the weak points, and study the successful experiences of the sound development which would benefit Chinese university; all this mainly depend on our government who should issues relevant policies, laws and regulations to promote the orderly development of cooperation among universities; as university has a large scale of running, thus this ensure initiative cooperation among universities; the external supporting has formed a powerful guarantees for cooperation of universities; scientific and effective management make the university alliance permanent; all these are the four successful experiences of establishing the university union.Finally, with regard to the existing problems of Chinese university alliance, the author believes that it is necessary to absorb foreign countries’ advanced experience and measures selectively and locally. Aiming at solving the existing problems, this thesis puts forward some suggestions:About internal self-building, it includes:Enhance the common beliefs and the values; Build and improve the internal system and policy guarantee of the university alliance; Publish government policies for guidance and protection; On external interaction, it includes:strengthen the connection of the university alliance with the government’s target, with market demand and with international universities alliances’cooperation, not only enhance strength of the Chinese university alliances, but also make them contribute to development of economic and service for the society.
