With the development of economy, the competition between enterprises has intensified seriously. In the final analysis, it is science and technology, talents and quality competition, the talents is the root of the three. So the competition between the enterprises evolves into the talents quantity and talents level competition, and training is the most important method to develop talents. Currently, more and more enterprises give extensive attention and recognition to the value on training and course development. In fact, those who pay attention to employee training and course development, the enterprises will show better performance than their competitors, meanwhile, they will have more confidence to meet the challenges in the changing environment.This paper I elaborate the basic theory of instructional system design, and select ADDIE model as basis of course development according to the present situation of in my company. At the same time by using Bench Marking method, take the experiences from other company about the course development for reference, then optimize the ADDIE model, propose pilot course and maintenance phases into course development process, and make the process more effective. Based on the upon process design policy, I construct a new course development method which is suitable for my company’s operation. In addition, I express the detail and standardized work procedures on each phase for the whole course development process. The purpose is to use knowledge I learned to help the company to open up a new business opportunity in the training area. Hope to provide the theory basis and practical working standards for course development business, and improve course satisfaction and training result. Meanwhile, it could provide certain grantee on organization strategy.In the end, according to the mutli-dimension evaluation on this course development process, and taking the test results and Philips previous data as evidence, I estimate the practical impact in improving training satisfactions, staff core competition and PHCA business development.
