As China’s economic and social transformation, labor relations have alsoundergone great changes. Especially in recent years, China’s accession to the WTO,some well-known multinational companies abroad have come to invest in the pursuitof profit maximization nature and foreign business owners in a strong position in thelabor relations, it has the instinctive resistance to trade union rights work andantagonism. In various foreign-funded enterprises in China,the establishment of tradeunions aimed at resolving labor disputes in recent years, more and more foreigncompanies a way.Part of the first-tier cities in China, foreign-funded enterprises in the powerfulsocial atmosphere and a variety of other pressure build trade union organization, butthere are still many parts of foreign-funded enterprises is not the establishment of tradeunions, the Council for the foreign-funded enterprises in the Chinese and foreigncultures differences in business unions with prejudice and exclusion, does not attachimportance to carry out the work of trade unions and do not even support the tradeunion laws and does not sound as well as local government, plus the economicbenefits of foreign relocation,which are caused by foreign companies refused to buildthe union, refused to sign a collective contract, free to work overtime, arrears ofwages of workers and other violations have occurred. Employment pressure forced theforeign employees, business owners infringement submissive, afraid to rights;coupled with some staff awareness of the law indifferent to their own quality is nothigh, not rights; cause of trade union work difficult.The large province of Sichuan Province as the development of the western regionin recent years, there are numerous foreign-funded enterprises in floor production andmanagement; and Sichuan Province as the most populous province in China,foreign-invested enterprises in the factory Inland, and more will be value-richSichuan Province cheap labor, therefore landing foreign companies, mostlylabor-intensive industries, due to the quality of the labor itself is relatively low, areunable to protect their own interests. At the same time, the foreign-funded enterprise unions there has been a serious vacancy problem.As an entry point in this article to foreign-funded enterprises in SichuanProvince, Sichuan foreign-funded enterprises Association management dilemmas andreason to analyze on the basis of laws and regulations related to in-depth researchunions,which will strengthen the foreign-funded trade union organizations in SichuanProvince to provide a theoretical and practice based on the promotion of workers morefully enjoy one of the important subject of the interests and security of the opening tothe outside world.This paper describes the trade unions and trade union-related theory and thedevelopment of domestic and international trade union situation for foreign-fundedenterprises in Sichuan Province union policy statements and analysis as the theoreticalbasis of the argument of the thesis; Second, the paper analysis issues of policyresearch foundation;once again at the top of the policy of the basis of the basic theoryand relevant laws and regulations, the analysis of the current policy and the actualimplementation of the three core issues.
