The significance of this research is that it helps to clarify the students’goals, motivate their passion for learning, raise their curiosity and improve their learning efficiency. The teachers are supposed to make the teaching goals explicit and become better guides as well as better facilitators. Further more, they are supposed to pay close attention to the learning process of students thus lead them to become the master of study so that the students can transfer from a state of mastering knowledge to knowing how to master knowledge. However, because of the differences lying between the preparation and implementation of "learning plan and learning-guiding plan" and the traditional "teaching plan and lecture", the implementation of "learning and learning-guiding plan" has not been successfully conducted as the teachers expected. Besides, both the degree of difficulty and the content of high school mathematic have been dramatically enlarged than they were in middle school. This has added more challenge to the improvement of teaching quality. Thus, it is approved that how to integrate teaching and learning organically in the teaching activity and further improve the teaching quality is a problem worth digging.The researching methods used in this article include interview, case study and literature reading.The main problem and conclusion gotten is that learning plan and learning-guiding plan are two very important plans in teaching activity. Learning plan, the core of which is the learning goal, the learning method, the key part and difficult part, is the plan in which students learn autonomously. Under the guidance of learning goal and learning methods, the students are supposed to master the key part as well as the difficult part. Learning plan and teaching plan are different while related. The teaching plan focuses on teachers’"teaching", or, focuses on resolving the problem of "what to teach" and "how to teach". Learning plan, an autonomous learning material, focuses on students’"learning". Which means, on the basis of the first-time preparation of lessons, the teachers take the actual level of the students, the content of textbooks, teaching environment as well as other factors into account, then further resolve the problems about "what to learn" and "how to learn". Learning-guiding plan is a plan in which the teachers lead and guide the students to learn. The core of this program is the design for lessons which is the essence of dealing with the students’questions and manifesting teachers’guiding role.The preparation and implementation of the "learning and learning-guiding plan" is the essence of the "Learning Plan Guidance" teaching mode, and is also the focus of this study. The preparation and implementation of learning plan means to design questions for the students’to study autonomously and research corporately after the teachers made teaching plans. It departs from the students’point of view and helps to improve the abilities of students to cooperate with others while at the same time help them to earn the justified philosophy of life as well as correct values. The principles to abide by during the process of preparing learning plan include the principle of main body, gradation, openness, target, guidance, efficiency, inquiry and class period. During the implementation, teachers should pay attention to let the students act with their subjective initiatives, so that students could be able to conduct meaningful learning initiatively and autonomously. The preparation and implementation of learning-guiding plan depart from both teachers and students, thus makes it an improvement comparing to the learning plan and traditional teaching plan. It integrates the learning process and teaching process organically. The preparation of this program should follow the following principles, the principle of target, initiative, interest, transposition, gradation, inquiry and science.There are extra problems that need to be considered in the preparation and implementation of learning and learning-guiding plan. For instance, it is difficult for the teachers to control the depth as well as width of learning plan and learning-guiding plan plus the preparation of learning plan has added load for the teachers. They are not used to the current teaching mode and the understanding of learning plan is not fully. Besides, students who are not so excellent in their study benefit little in this teaching mode and some students haven’t mastered the learning methods which are needed to adjust to this teaching mode.
