As a leader in vocational education, higher vocational education is essential for the promotion ofvocational education as well as economic and social development. Group-oriented development is a modelwhich has been promoted actively by government. Whether this model can get a healthy development inpractice and be improving daily, the urgent need for theoretical study is follow-up.This article will adopt literature method, comparative method, and interviewing method, and usethe Vocational Education Group in Henan Province as the research object. It is trying to summarize andstudy the generation logic, the main features, the existing problems and their root causes of analysis the“Henan mode”, and accordingly proposed “Henan mode” to further improve the suggestions, in order toprovide reference for the development of Higher Vocational Education Group.This article is divided into seven parts:The first one is introduction. It will show the article’s research background, significance, coreconcepts, research review, research methods and research ideas.In the second part, the generation logic will be seen on the Higher Vocational Education GroupDevelopment in the “Henan mode”. It will comb the historical background, theoretical basis, institutionalguarantee and historical course for the Henan Provincial Higher Vocational Education Group developmentmodel.In the third part, it will introduce the features of the Higher Vocational Education GroupDevelopment in the “Henan mode”. It will point out the key features of higher vocational education groupdevelopment mode: government-led, overall-combined, guide employment; school-enterprise integration,inter-school cooperation, win-win situation; industry cohesion, regional services, non-overlapping; denselypopulated, large scale, it’s a long way to go.The fourth part will show the existence of the problems and causes for the implementation ofhigher Vocational Education Group in Henan. The study found that the Henan Province Higher VocationalEducation Group development model has some main problems: the Group internal incentive and restraintmechanisms is too soft; no strong sense of responsibility among the members of the Services Group; a big agricultural province lack the agriculture-related vocational education group; Group cooperation is limitedin the province and can’t broaden their horizons; group activeness is low and market effects have not beenformed.The fifth part shows foreign vocational education group development model and itsenlightenment. This section will introduce the experience in Australia, Germany, the Netherlands, India andother countries, and present the revelation of Henan Province Higher Vocational Education GroupDevelopment.The sixth part will give some suggestions for the continuous improvement of the HigherVocational Education Group Development in the “Henan mode”. According to the foregoing analysis, itcomes up with the development proposals of Vocational Education Group Development “Henan mode”from the rudiment to the standard, from loose to dependency, from the city to the countryside, fromintra-provincial to extra-provincial, from general to excellent.The last part is conclusion and discussion. It summarizes the main conclusions of this thesis,research contributions, and brings a follow-up study space.
