The scientific literacy level of a state’s citizen will directly affect the country’sscientific and technological progress, economic development and comprehensivenational strength enhancement degree. Compared our country with developed countries,the scientific literacy of citizens is still in a backward stage. Therefore, our countryshould improve overall national scientific literacy education as a primary task, whileeducation is inseparable from the advanced educational philosophy. In twenty-firstCentury, developed countries have always advocated the opening education idea, theexpansion of knowledge and public decides the educational opening degree, and ourcountry is carrying on the new curriculum reformand put the comprehensive reform ofeducation system on the key requirement. we should be all-round opening up andcultivate students’ scientific literacy in the process of education,This paper analyzes the domestic and foreign scholars on the scientific literacy ofthe connotation and structure of understanding, and combined with the high schoolcurriculum standards requirements, described and summarized the high school students’science literacy structure in detail, its structural features are mainly scientific knowledge,scientific ability, scientific inquiry process and method, scientific quality, scientificconsciousness and so on.Refer to the content in the process of teaching, in order to carryout the physical teaching.The paper studies the domestic and foreign curriculum standards of scienceeducation and the goal of science education, and the results show that the developedcountries carried out science education reform earlier, and emphasize the scientificknowledge of science and technology and education, raise the scientificaccomplishment of all the citizens as the important educational goal. Scientific literacyeducation in China has been paid is paid more and more attention, the new curriculumstandards emphasize the cultivation of students’ innovative spirit, practice ability,scientific accomplishment and the humanities accomplishment, basing the students’lifelong learning and solid foundation for development.The paper bases on the theoretical analysis and practical research, carry out theopen teaching principle in the high school physics teaching and under the guidance of the opening teaching concept, to provide students with a good opening physicalsituation, open teaching space, mobilize the initiative of students, develop the student’sactive learning advantage, on the base of the students’ access to scientific knowledge,try to apply scientific method to undertake scientific inquiry activities, to cultivatestudents’ consciousness of science, scientific attitude, scientific spirit and scientificquality, achieve the goal of science literacy.
