Since1978, the pre-school teacher education policy system has been established,what includes pre-school teachers’ status policy, treatment policy, eligibility policy,admission policy, appointment policy, training policy, and incentives policy. Thepolicy is compass that greatly promoted the development of pre-school teachereducation. There are still some problems such as rural pre-school teachers’ treatmentpolicy and pre-school teachers’ free education policy.In this paper, the author uses historical method, literature research andcomparative research to comb the pre-school teacher education policies since1978.including pre-school teachers’ status policy, treatment policy, eligibility policy,admission policy, appointment policy, training policy, and incentives policy. Thepaper consists of six parts:The first part is introduction, which intrudes the reasons to select this topic, thedefinition of related concepts, literature review, research value and research methods.The second part is discussion on pre-school teachers’ status policy, eligibilitypolicy and treatment policy. This part focus on the evolution of pre-school teachers’treatment policy.The third part is discussion on pre-school teachers’ admission policy andappointment policy. This part focus on pre-school teachers’ Professional ethicsrequirements policy, teachers’ qualification system and teachers’ appointment system.The fourth part is discussion on pre-school teachers’ training policy andincentives policy. This part focus on the evolution of pre-school teachers’ educationand the establishment of Preschool teachers’ training system.The fifth part is discussion on the influence factors of preschool teachereducation policy evolution and fundamental characteristics of the analysis. Theinfluence factors include economy, politics, education, and international factors. Thefundamental characteristics include follow the law of development, adhere to theprinciple of overall consideration and highlight the people-oriented.The sixth part is discussion on the countermeasures to perfect the pre-schoolteacher education policy thinking. This part focus on strengthening supervision,strengthening teacher’s ethics, and promoting the balanced development of the fastdeveloping histology.
