Since the reform and opening up, the problem of the physical education (short for PE) teachers has always been the important one in school sports education. Not enough attention was paid to the problem, so the PE teacher issue has not been solved yet. Now the sports new curriculum put forward higher requirements for PE teachers, which makes the problem of the PE teachers more prominent and seriously prevents the development of school sports. Therefore, it is very urgent to solve the problem of PE teachers. The author studies PE teachers from the macro-perspective of policy, aiming to better guide the development of PE teachers in primary and secondary school by improving policies.In this paper, the methods of literature, historical research and comparative research are used to study the evolution of PE teacher policy in primary and secondary school since the reform and opening up. First, the author divides the evolvement into three phases:the early stage of reform and opening up, exploring stage of socialist market economy and after the 21st centenary. The policy content is divided into requirements policy, remuneration policy and management policy. Second, the author classifies the policies since the reform and opening up from the historical perspective. On this basis, the author finds the evolutional characteristics, influencing factors and its problems by comparing and analyzing the three-stage policies. Finally, the author puts forward some advice according to the practical situation.In the end, the following conclusions are reached:Since the reform and opening up, PE teacher policy in primary and secondary school there is "changing" and "unchanging" two phenomena, and gradually pay attention to the importance of training nurtured by conversion; the policy system is still unbalanced; the policy continue to tilt towards rural sports teachers; implementation of the policy is ineffective. Based on the above conclusions and the author proposes the following advice:improving the policy system of primary and secondary school physical education teachers; improving PE teacher policy of pre judgment; increasing PE teacher policy support in rural areas; strengthening the supervision of the implementation of PE teacher policy in primary and secondary school.
