As the top administrative leader of a university, the president is said to be the essential person to the university. At the same time, as the social elite and the public figure, he should also become the embodiment of social morality and behavior model.This paper focuses on the public accountability of contemporary Chinese university presidents, mainly divided into five parts as follows. The first part uses the comparative and theoretical method to analyze the origin and gist ofpresidents’public accountability. The second part uses the analysis framework of compound accountability to summarize the meaning and characteristics of presidents’public accountability. The third part uses AHP method to set up the evaluation index system of presidents’public accountability. On that basis the fourth part uses the Web search method to analyze the situation of presidents’public accountability in various aspects and the reasons of presidents’public accountability missing from the perspective of administrativization as well. The last part will sum up the sufficient condition, necessary condition and implementation path to realize the presidents’public accountability.The main conclusions of this paper are divided into three points. Firstly, starting from the identity of duality contemporary Chinese university presidents’public accountability, it can be divided into two levels, namely the public accountability as individual citizens and the public accountability as the leader of universities. Starting from the meaning of civil publicity, the former includes participant accountability, judgmental accountability, heritage accountability. Starting from the public accountability system of university, the later includes anticipated accountability, legal accountability, democratic accountability and professional accountability. Secondly, the paper establishes the complete third grade assessment indicators through target decomposition method. Meanwhile this paper identifies the scale of various indicators with AHP and makes it more reasonable. Thirdly, the paper proposes three ways to realize the presidents’ public accountability, including building management mechanism of presidents for public accountability, cultivating groups of presidents with public accountability, and constructing social atmosphere for public Intellectuals.
