Research On Implemention Status Of Primary And Secondary Schools’ Leadership System In Xinjiang

Leadership has decided the leadership organization,the division of authority,the relationship betweenvarious organizations,and the relationship between collective leadership and individual responsibility,aneffective operation of the organization is closely related to clear leadership system.The leadership system of primary and secondary schools in Xinjiang,that is president responsibilitysystem under the leadership of the party,it is the necessary for education reform and development inXinjiang to gradually improve the party organization under the leadership of the headmaster’s responsibilitysystem.In recent years, the mainland gradually increase support in the various regions of Xinjiang,whichimprove the school running conditions,teachers training.This requires the promotion of management,So theperfection of Xinjiang primary and middle school leadership system has very important significance forimproving the level of education in Xinjiang.The primary and middle schools in Shihezi was chose asresearch object in this paper,the aim is to improve the leadership system of primary and secondaryschool.Based on the comprehensive analysis of domestic and foreign related theory and practice about theleadership system of primary and middle schools,referring to the goal guidance of relevant nationaleducation policies and regulations,taking account of the characteristics of the Xinjiang region’s economicdevelopment and the comprehensive conditions of primary and middle schools,the literature method,questionnaire,interview are adopted as research method.Firstly,it introduces the basic situation of theleadership system of primary and middle schools in Shihezi,questionnaire is carried out and analyzed to getthe information of the present situation of school leadership in primary and secondary schools inXinjiang;Secondly,it explores the existing problems in the implementation process of school leadership inprimary and secondary schools in Xinjiang,then the reasons are analyzed;Finally,it puts forwardsuggestions to improve the leadership system of primary and secondary schools in Xinjiang.The study finds out:the implementation of the leadership system of primary and secondary schoolsthat is president responsibility system under the leadership of the party has achieved good results,whichimprove the management of primary and middle school,but there are many shortcomings in theimplementation,mainly in the party’s ensurance of supervisory role,division of labor and cooperationrelationship between the party and government,the supervisory role of democratic participation ofCongress,the management,secretary, principal training from the competent department at a higher level ofeducational administration towards primary and middle schools.
