The Chinese nation has five thousand years of glorious and resplendent culture is an ancient civilization with a long history, not only have a lot of material cultural heritages, but also a variety of intangible cultural heritage. Traditional folk art is an important part of the Chinese nation excellent culture heritage which is the foundation of all art. However, as the economic globalization and social modernization to speed up the development process in China, national culture resources are gradually disappear, in this era background, the folk fine arts education becomes one of the main ways to inherit folk art heritage.This article uses the literature material law, expert interview method, questionnaire survey and mathematical statistics method and other methods to comprehensive analysis fine arts teaching present situation in primary and middle school. And, in accordance with the "full-time compulsory education art curriculum standard" explore the theory support, make folk art teaching not only have the function of aesthetic education, but also to protect and inherit folk cultural essence. To cultivate young students learn folk art literacy activities with innovation ability, so as to achieve quality education requires the all-round development of comprehensive talents, promote young students to understand the essence of traditional folk art and love of the motherland. Through the concept, production and development of folk art to combing and summarized the folk fine arts education value and the status quo. And aim at interview and questionnaire survey of the teaching folk fine arts curriculum in Yinchuan middle and primary school, shows problems and deficiencies existing in the teaching, puts forward some countermeasures and Suggestions. Finally, conceive of folk art of primary and secondary schools teaching the implementation of the scheme, making the related form, organization, education and design of teaching form. Admittedly, in primary and secondary schools to carry out the folk art teaching, the content of the need for a longer time to need a lot of people even a few generations of silently pay, to make the folk art from generation to generation, only the persistence of the cultural innovation of folk art, folk traditional craft new vitality, can make the excellent traditional culture will never end.
