After entering twenty-first Century, private colleges and universities has been therapid development, it has occupied22%of the country of higher education in china. Inthe rapid development at the same time, put forward higher requirements of newsituation, New Mission Society of private universities management level, how toimprove the quality and efficiency of running, creating excellent teaching team, use ofpersonnel, personnel training, and retain talent has become the focus and core of humanresources management of private high school. A new round of the post appointmentsystem reform also brought fierce competition and hitherto unknown challenge toprivate colleges and universities. Therefore, the use of modern human resourcemanagement theory to guide the private college teachers team construction work,safeguard their stability in the occupation of a priority among priorities of humanresources construction in private universities. But the teacher’s performance appraisalis the core of human resource management part, the human resource in advanced theconcept of transplanted to the teachers in private college management, for theestablishment of private college teacher performance appraisal system, has theextremely vital significance to stabilize the contingent of teachers, to guarantee theteaching achievement, and school education foundation.This paper based on performance, performance appraisal, performance appraisal tool--Balanced Scorecard theory systematically. Then based on the study of private collegeteacher performance appraisal system present situation, summarized the existingperformance appraisal of private college in China’s current problems, further putforward the construction of private college teacher performance appraisal principle andthe problem should be noticed. Using balanced scorecard of the core thought,considering the current situation and characteristics of private colleges and universitiesand Y colleges and universities, construction of performance evaluation index system;and put forward the method and steps of constructing a private college teacherperformance evaluation, and construct the performance evaluation system of teachersin Colleges and universities.
