In June 2014,the State Council issued the decision on accelerating the development of modern vocational education,which clearly stated that China should establish a world-class vocational education system by 2020.Teachers are the key to the development of vocational education.How to give full play to teachers' enthusiasm and creativity needs to have a corresponding performance appraisal system for teachers in higher vocational colleges.The current teacher performance appraisal system in higher vocational colleges affects the performance of teachers in many ways.Therefore,it is necessary to find a set of methods that can meet the needs of all aspects of teachers,combine the personal development of teachers with the strategic goals of the school,and evaluate the work of teachers in higher vocational colleges more comprehensively and systematically.This paper first introduces the background and significance of the topic selection and summarizes the research results and deficiencies through literature review.Secondly,the related basic theories of the research are introduced.Taking A higher vocational college as an example,this paper introduces the current teacher performance appraisal system,and makes effect evaluation and reason analysis.After reference to the application of balanced scorecard in all kinds of schools have model and experience,on the basis of A strategic target of higher vocational college,from the four dimensions of balanced scorecard design index,through interviews and questionnaire survey to determine indicators,using analytic hierarchy process(ahp)to establish the weight,formulate measures for the implementation of performance appraisal,to design A higher vocational college teachers' performance appraisal system,puts forward the measures for its implementation.Finally,this paper puts forward the implementation guarantee and conclusion of the performance appraisal system for full-time teachers in A higher vocational college.Looking forward to the future,it is expected to provide A scientific scheme to improve the performance appraisal level of A higher vocational college and provide reference for other higher vocational colleges to implement performance appraisal for full-time teachers.
