To constantly meet the fitness needs of grassroots sports fans, make thegrassroots sports organizations to get better and faster development, and solve theexisting problems of organization and management of grass-roots mass sports group,activity locations and so on, for perfecting grassroots sports organization andmanagement. In this paper, by using the principle of the Henri Fayol management ofthe five functions, namely planning, organization, command, coordination and controlof mass sports fitness to conduct a comprehensive system analysis to the grass-rootslevel in Tianjin team, hope to make fitness team organization and management ofwork improvement to be perfect by using of the scientific and reasonable managementmethod, and ensure it will have a steady and healthy development, and have a goodfitness atmosphere. In this paper, based on mass sports fitness at the grass-roots levelteam in Tianjin, using the method of literature, questionnaire, fact-finding, interview,research on the grass-roots ‘s team management activities, organized use of structural,funds activities in aspects such as visiting survey and analysis, Found that has manydeficiencies in sports activities and the grass-roots level management in massorganizations, the results prove that:At the time of Tianjin grass-roots voluntary fitness team growing up, the fitnessbetween team organizations owes specification activities, organization andmanagement team within the deficiency is also accompanied. Include: First,encountered in the fitness team set up a registration administrative phenomenon ofhigh threshold of fitness team must hinder legalization, the fitness team legitimaterights and interests cannot get effective protection in time. Second, for fitness teamprovides guidance to help and serve the social sports instructor team aging tendency isserious, back-up young workers lack of social sports instructors by the education levelis low, no reasonable related business training on a regular basis, Fitness teammanagement personnel management method is relatively old. Third, mass sportsfitness lack of scientific and rational organization and management at the grass-rootslevel team in fitness activities. Fourth, funds shortage and funding sources of the single, government funding has not been institutionalized, quantity is very less. Fifth,mass sports fitness team does not have perfect management rules and regulations andlack of effective mechanism of rewards and punishments. Sixth, grass-roots sportsteam management system in Tianjin is falling behind, fitness team lack formaldecision-making mechanism. Seventh, mass fitness group financial managementsystem is not standard, the lack of transparency.To solve the problem of Tianjin grass-roots voluntary fitness team existencequestions, this study put forward the following policy suggestions, contains thedepartment in charge of dealing with the problems of external management strategyand the internal management strategy, The external management strategy: First,fitness team need to establish identity management for archives, fitness team shouldlegalize itself timely, ensure the legitimate rights and interests. Second, backboneteam members of social sports need to be organizing regular and instructor, positiveselection of promising young talents. Third, scientific use of reasonable set up fitnessvenues, equipment repair and maintenance of site supervision and activity to protect.Forth, for the fitness group offers a variety of income way and funding support. Fifth,build up the necessary disciplinary mechanism. Sixth, to hire experts andprofessionals in a variety of ways, such as selection guide, help fitness team forscientific management. Seventh, the fitness team financial system regulation. Internalstrategy: First, mass sports fitness at the grass-roots level team core management,carries on the scientific management. Put an end to various management ormanagement vacancy phenomenon, to ensure the fitness activities in a planned waysystematically. Second, cultivating real fitness team, team goals, prevent players blind,blind exercise phenomenon, and strive to establish target highly consistent fitnessteam. Third, efforts should be taken to foster grassroots sports fitness team and alsothe team spirit, to prevent personal center socialist, and enhance team cohesion andmorale. Fourth, make sure that the team motivation will be better. Change fitness teamof negative state and arouse the enthusiasm of team members.
