Following the development of market economy, the turnover of teachers became more frequent and unchangeable. The increase of the teacher turnover rate is an inevitable phenomenon which initiated by the rapid changes of contemporary society, It highlights the needs of the community. However, not all of the turnover of teachers will procure the expected good result. The disorder turnover of teachers will enlarge the unbalance of the teachers’development imbalances and the development of basic education between regions and schools.Our country is multi-ethnic, the different history and cultural tradition lead to the missdistance of the basic education resources between nations. The focus of China’s basic education is on the eastern plains Han areas. On the large mixed Han areas of China’s eastern plains, the specific circumstances of the small settlements, the education resource is centralized and easy to distribute. But the ethnic minorities inhabit at the remote and outdated regions. Their basic education condition makes people worried. Gansu Province is located in the western part of the motherland, is economically underdeveloped areas. In the nationwide teachers’resource wars, it disadvantaged not only in geography but in economy. Therefore, Minority areas of Gansu Province, the distribution of educational resources have been our concern, as an educational resource for teachers of the most important, the most critical part of the flow of teachers can imagine the impact on the educational development of ethnic minority areas.Linxia Hui Autonomous Prefecture, located in the ramified natural circumstances, showed ramified social-cultural patterns. Its educational status also has a big difference with other areas of Gansu Province, this naturally makes it one choice of the basic education of ethnic minorities, the author takes Linxia County, Linxia Hui Autonomous Prefecture as a case, the county’s10schools were using questionnaires and interviews,150copies of questionnaires were distributed, more than20leaders from various schools and education department administrative staffs were interviewed. According to the questionnaires and interviews, the author analyzed the situation and reason of the turnover of teachers in this region, and proposes appropriate measures to promote healthy turnover, avoid non-benign flow, and efforts in the development of minority education based on respect for minority cultures.
