China is a multinational and multi-language country, Bilingual phenomenon exists sinceantiquity. In particular, entering into the period of reform and opening up, bilingual problemshighlighted and has become a concern important social problem along with our countryeconomic cultural development in national regions and the increasing demand of the secondlanguage. Bilingual education is an important means of national culture to save and inherit thenational language.correlational research have shown that preschool period is the optimal period of languagelearning. The period of before six years old is the critical age of learning a second language.This "sensitive period" in the pre-school stage began to learn a second language inpronunciation and hearing aspect has the advantages of irreversible. Before6years old beganto learn a second language most children can grasp native accent. Therefore, carrying outbilingual education for children in preschool age is very necessary and feasible.as one of the main beneficiaries, what is attitude the parents hold to bilingual education?From the perspective of parents. This paper discuss the parents attitude and identity situationto bilingual education. According to the identity situation, the researcher put forwardcorresponding countermeasures and suggestions in order to the further development ofbilingual educationThis research adopt stratified sampling way, national pre-school parents as researchobject in D city of xinjiang uygur autonomous region. by means of the research methods ofquestionnaire and interview, analysis of the national pre-school parents to bilingual educationapproval and the identity of the conflict between the specific performance. I discuss theconflict of the policies, from the microscopic level.It is found in the present study that after the enactment of the plan. National pre-schoolparents held a positive attitude to bilingual education, And they displays the positive attitudeof acceptance in the idea and action of bilingual education. From the macroscopic way,National pre-school parents is identity to bilingual education, But bilingual education causedsome identity conflict in the bilingual education during the process of implementing:Preserving the traditional national culture and learning modern cultural knowledge of conflict;The value orientation of policy itself; Bilingual teachers in kindergarten as an important role to low quality of identity conflict. Children’s literacy urgent hope and a Chinese content, it isdifficult to use materials not satisfactory identity conflict.In view of these identity conflict. In order to improve the bilingual education in xinjianguygur autonomous region, The researchers put forward some solutions:1.the bilingualeducation policy implementation way should be perfected;2. grasp the critical periodlanguage of pre-primary children;3. Training quality and quantity and optimization ofbilingual teachers;4. To speed up the construction of bilingual teaching, to construct thexinjiang’s actual situation of the bilingual teaching material system.
