Research On Influencing Factors Of The Flow Of International Science&Technology Talents

In the era of knowledge economy, the value of S&T talents can be further highlighted,and the resource of S&T talents is becoming the most valuable and scarce resource day byday. The quantity and quality of S&T talents is an important indicator when measuring acountry’s comprehensive national strength, and it’s also an important support of carryingout the strategy of making a country stronger by producing more outstanding personnel.S&T globalization will inevitably lead to intensified competition in talents and promotethe flow of international S&T talents. In the international context of the S&T globalization,the problem is attracting worldwide attention. Therefore, studying the influencing factorsof the flow of international S&T talents is meaningful in both theoretical and practicalperspectives.On the basis of some predecessors’ related research on the flow of S&T talents, thispaper summarizes the conception, reasons and influencing factors of the flow of S&Ttalents firstly. Secondly, it deeply analyzes the present situation of the flow of S&T talents.And then, this paper uses the comparison research methods to analyze typical countries,including American Canada Australian and BRIC countries, in order to study theinfluencing factors of the flow of S&T talents in those countries. Thirdly, integrating withthe mechanism of formation of the flow of S&T talents, the article constructs theinfluencing factors model of the flow of S&T talents, which points out that personalpreferences, educational growth, economic benefit and environment and policy of S&Tare the main impact factors of the flow of S&T talents. Lastly, with an empirical analysistaking the case of China, this paper establishes the evaluation indexes and index weightsof influencing factors and puts forward the countermeasures and the suggestions to theflow of S&T talents in China according to the empirical conclusions.
