With the rapid progress of science and technology, its influence to the comprehensive national power has been being steadily on the increase in the 21st century. The carrier of science and technology is talents, and those who can win the top talents contend for a commanding height of the progress of science and technology in the 21st century, for the central point at competitions of the international comprehensive national power is competitions of talents. The essay analyses the present condition and tendency of brain flow in China in an all-round way with the studies of administration, management and talents. Firstly, applying the fundamental tenet of brain flow to expound the necessity of the international brain flow and analyzing the opportunities and challenges to the Chinese international brain flow after joining WTO. Secondly, analyzing the questions and reasons existed in the present international brain flow and the harmfulness of the brain drain to China according to the present condition and tendency of brain flow in China. And thirdly, putting forward measures and countermeasures to the realization of the reasonable international brain flow. The essay believes that the international brain flow has more advantages than disadvantages and it is advantageous to the communication between China and other countries and progress of the economy, science and technology. However, there are several questions in international brain flow in China, China should solve them through factors of talents cultivation, systems of talents management, channels of brain flow, and measures of talents introduce and protection, so as to realize the reasonable international brain flow and bring an advance in the politics, economy and society in China.
