Join WTO And Chinese International Brain Flow

With the rapid progress of science and technology, its influence to the comprehensive national power has been being steadily on the increase in the 21st century. The carrier of science and technology is talents, and those who can win the top talents contend for a commanding height of the progress of science and technology in the 21st century, for the central point at competitions of the international comprehensive national power is competitions of talents. The essay analyses the present condition and tendency of brain flow in China in an all-round way with the studies of administration, management and talents.
