Limited education resources should be cast to the people’s demand for high quality education, with the acceleration of urbanization, a large number of rural surplus labor force to cities because of migrant workers, business and so on, especially to the economic developed area flow, followed by most of the population outflow of compulsory education. Causes a decline in the rural school-age population at the location of the administrative compulsory education developed areas and urban areas, the increase of the school-age population of compulsory education. This will give our country compulsory education development has brought new problems. On the one hand, is the country, the government in order to narrow the gap between urban and rural education, increasing to rural schools and economic investment in less developed areas, for these areas of the school is equipped with a complete teaching facilities and faculty, with its reach and urban and developed areas of investment.
