Assessment of engineering students is an important part of the engineering education,is very important for progress of Excellence Engineer Training Plan, but Our engineering students exist serious problems. Nowadays, however, most of the research for Excellence Engineer Training Plan focused on the aspects of training objectives, training mode, teaching methods reform, and for the assessment of engineering students study is hardly found. In This paper, after applying literature study and interview survey to research assessment on engineering students,we found portfolio assessment approach is very much in line with the needs of the engineering teaching. its flexibility, authenticity, reflective and subjectivity can help teachers effectively promote engineering students’ professional learning and capacity development. Therefore, based on combining needs of engineering education and learning rules design, we design the portfolio assessment program on engineering students.Multiple Intelligences make people believe that only the authentic assessment could evaluation students’ abilities effectively. The active construction of Students’ learning experience description of the changes shows that only a dynamic assessment on student could demonstrate the changes in the students’learning experience, and it full play to the subjectivity of the students is very important in the evaluation process. In addition to the influence of learning theory, practical and the complexity of engineering decide the assessment on engineering students should be in certain engineering situation, given full play to students’ autonomy, reflective, diverse assessment. Portfolio assessment method is just a method which can be expanded in certain engineering contexts, authentically assessing students through multiple evaluation means. According to the basic elements of the portfolio assessment method, engineering portfolio assessment design can be divided into three parts, the development of student portfolios, learning information collection, evaluation of portfolio. Student portfolio development section contains a design of teaching target matrix, the standards of engineering students’portfolio assessment, as well as evaluation rules of portfolio. Collection learning information mainly relies on the design of evaluation task, as well as the student’s self-reflection. Evaluation of students’ portfolio has two important points, one is determined evaluators according to the needs of teaching, the second is fairly executing the portfolio based on process evaluation rules in the evaluation. To help teachers master the practical method of engineering portfolio assessment, we design a portfolio assessment program with optical electromechanical cognitive internship-laser printers courses in H university for example.
