China’s Community Social Organizations Cultivation And Development

Since the reform and opening up, social transformation, corporate restructuring, governmentalfunctions has gradually transformed, with the deepening of China’s political, economic, cultural,social reform. The pattern of "small government, big society" is becoming prominent. Thecommunity construction activity from the top to bottom has made the community organization getmore space of developing. It has its own special advantages, which meets the diversified needs ofsocial public and plays an irreplaceable important part in the harmonious community construction.The convening of the eighteenth National Congress of the CPC designates a new historical periodwhich community construction and the development of social organizations has entered.According to this situation, this article researches social organization construction of Chinesecommunities.It builds a framework of theory research from the view of public administration, Thecultivation and development of community social organization and the important role of practicalsignificance in the construction of the community, and analyzes the necessity of the cultivation anddevelopment of community social organizations from three government, community and residentslevel. At present, the community social organizations from the overall development situation, thereare legal system is not perfect, development is not balanced, serious administrative tendency,funding and activities space, lack of professional talents and working methods of the interveneproblem.However, the reason hindering the development of community social organizations are inmany aspects, the government arranged too, own ability is insufficient, community socialorganization staff low social status have limited our country the development of community socialorganizations. In the face of these obstacles and difficulties, community social organizations mustimprove its development at the same time, find a suitable for their own actual development path.Handle the relationship with the external environment, strengthen the propaganda, raise awarenessof community social organizations, to play the role in civilization construction of harmoniouscommunity. This paper discusses the status quo of China’s cultivation and development process ofcommunity social organization, with all the experience and practice, from the standardmanagement. One is to improve the supporting policies, formulate measures for operationmanagement and strong and perfect internal management system. Two is the classification guide,broaden the channels of funding, to achieve resource sharing, expand democracy and absorbprofessional resources and other aspects, to better promote the cultivation and development ofcommunity social organizations.
