Since the reform and opening,to achieve labor orderly and reasonablyflow, optimize theallocation of labor resources, the government gradually decrease the control of the ruralpopulation into the cities, especially small and medium-sized cities.while the uneveneconomic development of our region exacerbated population movements. Such a flow and ahuge number of childbearing age groups challenges population management, but alsoincrease population and family planning work stress. in this context, Let me take NingboYinzhou District for example, analysis family planning management status andcharacteristicson the flow of population, based on this the condition of work on the floating populationfamily planning in Yinzhou District is discussed, and the problem existed analyzed, andfinally a new model putted forward on the typical urban floating population family planningmanagement, which provide useful lessons for the developed areas of population and familyplanning management reform and innovation. This article includes three parts of theintroduction, body and conclusion. The introduction elaborate on the research background andsignificance and the dissertation contents and innovation thesis. Body consists of fourchapters: the first part describes the theoretical basis of the flow of population and familyplanning management, which lay the foundation for the behind research work. The secondpart analysized the status of the family planning management of the floating population inYinzhou District, the achievements and shortcomings. The third section describes t majormode of family planning management and several on current flowed population, which laythe groundwork and foundation for the new management model proposed. The fourth part isthe focus of this article, a detailed analysis of the new management mode of management-served, services of community-based, community autonomy.
